Ghafari Administration and Human Resources Manager in Istanbul, Turkey

Ghafari Associates is looking for an ADMINISTRATION AND HUMAN RESOURCES MANAGER to join our ISTANBUL, TURKEY office. Candidates will work a HYBRID schedule, with at least 3 days in the Istanbul Office (more if desired). Ideal candidates should be located on the European side .

The Administration/HR Manager oversees administrative tasks that are related to the overall function of the Turkey office with the support of an administrative assistant. This person will also maintain the organization's human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.

This position requires both Administrative and Human Resources tasks in an equal portion and requires administration experience in a white-collar office environment. The Administrative and HR Manager will manage the administrative tasks with the support of the office assistant and will coordinate the HR tasks under the supervision of the HR Department in headquarters and report to the Country Manager.

Essential Job Functions:

  • Oversee Administrative aspects of the Turkey office, including management of cleaning and maintenance services, kitchen and office supplies, rental cars and other expenses.

  • Provide counsel to managers on employee relation issues including but not limited to: coaching, counseling, discipline and termination.

  • Procurement of the administrative related items/materials and follow up the office needs,

  • Coordinate and follow up with the building services (such as office rent, security, delivery services, lighting, telephone, electricity, water, HVAC) and maintain these services are in operation as required and follow up the relevant process,

  • Manage and control in-office equipment (such as UPS, security cameras, printers, etc.) and coordinate maintenance with relevant parties and follow up the process,

  • Ensure the overall order of the office environment and supervise the necessary maintenance/modifications,

  • Follow up on the kitchen supplies and cleaning works and control and supervise if they are carried out according to the hygiene rules,

  • Follow-up and organize car rental services and periodical maintenance (tire change, etc.) processes.

  • Coordinate internal and external correspondence regarding administrative affairs, follow up and finalize company affairs in public and private institutions when necessary, and ensure that they are filed.

  • Manage the legal occupational health and safety requirements and follow up on the OHS records for the personnel who will work in the field,

  • Support the field visits, business trips, and hotel/ticket organizations when required,

  • Control and follow up on the expense forms, and coordinate the invoices with Accounting Department.

  • Coordinate and manage SSK documents with the personnel department.

  • Coordinating the requirements for conferences, seminars, etc. organizations which technical personnel will attend, and following other related works,

  • Understand and ensure compliance with applicable laws, employment contracts, company policies and procedures. Administer annual leaves and vacation schedules for the employees.

  • Able to work across international boundaries to represent human resources and coordinate human resources responsibilities.

  • Serve as the on-site lead resource in the Istanbul office for human resources questions, issues, initiatives, programs and processes, and providing guidance and direction to department managers for the full employee lifecycle including recruitment and counseling of employees.

  • Develop and administer programs, procedures and guidelines to help align the workforce with the strategic goals of the company and ensure that they are up to date.

  • Investigate issues such as grievances and disciplinary actions. Ensure internal discipline at the office.

  • Implement and control performance evaluation processes,

  • Organize motivational, social and corporate events,

  • Coordinate recruiting-related activities including but not limited to: sourcing resumes, establishing interviews in line with the information and requests of department managers, selection process, making offers and on-boarding.

  • Facilitate new hire onboarding and process all new hire paperwork and relevant tasks (like e-mail opening, business card, etc.) including company orientation.

  • Evaluate and determine all training needs, establish the annual training plan in line with the budget given and following the results, and coordinate training when requested.

  • Conduct exit interviews and process terminations.

  • To be responsible for the follow-up and completion of the issues identified on a daily basis and perform related duties as assigned.



  • Bachelor’s degree in Business Administration, Human Resources or an equivalent field of study


  • 10+ years of professional administrative and human resources experience demonstrating knowledge, skills and ability to perform the job

  • Experience in a design/engineering office with a 20+ white collar employee is preferred.

  • 5+ years of experience within a global organization


  • Proficiency in Microsoft Office, HRIS software, recruiting and online applicant tracking systems

  • Ability to perform administrative tasks with a hands-on approach and take control on the overall management of the office environment.

  • Good written and oral communication in English and Turkish
